Abstract

Qur'an Surah An-Nūr verses 30–31 have attracted considerable attention in contemporary discourse because they regulate the ethics of lowering the gaze and covering the awrah as guidelines for social relations between men and women. These verses have been criticized by Muslim feminist scholars, particularly Amina Wadud and Asma Barlas, who argue that the regulations concerning awrah disproportionately restrict women and reflect patriarchal control over the female body. This study aims to examine the interpretation of Qur'an Surah An-Nūr verses 30–31 in both classical and contemporary exegesis, analyze the munāsabah (textual coherence) between the two verses, and reformulate the Qur'anic ethics of lowering the gaze and covering the awrah as a response to feminist critiques. This qualitative study employs a library research approach using the theory of munāsabah to explore the textual relationship between the two verses. The primary sources include Jāmi‘ al-Bayān by al-Ṭabarī, Tafsīr al-Munīr by Wahbah al-Zuḥailī, Fī Ẓilāl al-Qur'ān by Sayyid Qutb, Al-Tafsīr al-Wasīṭ by Muhammad Sayyid Ṭanṭāwī, as well as scholarly discussions of Muhammad Shahrur's thought and Muslim feminist perspectives. The findings demonstrate that the munāsabah of Qur'an Surah An-Nūr verses 30–31 establishes a coherent moral framework linking the commands to lower the gaze and to cover the awrah as complementary preventive measures for safeguarding individual chastity and maintaining social order. The sequential structure of these verses reflects a balanced distribution of moral responsibility between men and women. Therefore, the munāsabah of these verses presents a Qur'anic social ethic that is equitable, preventive, and relevant across different social and historical contexts.
